Oh - I think it's either a question of intelligence or coordination... or that she never learned how. I'm not sure she understands the logistics of water-bowl drinking. She tends to dip her mouth too low and then breathe in and then she coughs and sneezes and it's kinda amusing, kinda sad. :)
